Do I need a licensed civil engineer for my project?
Typically if you are in the public sector a licensed civil engineer is required for all infrastructure design. Another thing dictating if you need a civil engineer is the total expected project cost. Some smaller projects may not require the services of a civil engineer. It is always best to reach out to your local development service department for verification.

Do I need a flood study for my project?
This question requires a multilayer answer. Do you know if there is existing floodplain on the property? If there is, are you looking to change land use on the site? Are you looking to fill within the existing floodplain limits? If yes to either of these, then you will likely be needing a flood study. If you property has floodplain, but you will limit the development to areas outside of the floodplain limits And you are mitigating any increases to peak flows leaving your site, then you may be able to avoid having to perform the flood study.

What is the base flood elevation (BFE), and how does it affect development?
The base flood elevation as defined by FEMA is the elevation of surface water resulting from a flood that has a 1% chance of equaling or exceeding that level in any given year. In these high risk areas, structures are typically required to have their lowest floor built 1’ – 2’ above the BFE to minimize flood damage. The BFE is used to set mandatory flood insurance premiums, and establish building requirements for new construction or substantial improvements.

What is the difference between a plat, site plan and development plan?
A plat is an official document provided by a registered land surveyor that officially subdivides a property into individual lots or combines existing lots and this document gets recorded at the corresponding county clerks office and considered public record.

Zoning regulations are generally enforced on properties within City Limits. These regulations are different depending on location and land use. Zoning dictate what type of land use you can develop on your property, these come with specific setbacks, landscaping and tree mitigation requirements to name a few.
